Narain seems to be at a very weak position now. His troops have been defeated and they are trying to scape the Intercontinetal Mooring Cable, and the process to implement his mind in a big sinthectic human body has been disrupted by the DRF forces. But I hope he doesn´t get defeated so easily.
About the commander dressed in white with the weird mask, seems like it´s Nyaldee (Narain call her that name in katakana), the girl that appeared at the beginning of chapter 18, who is very probably the DRF Overlord (see last page of chapter 18 ).
