Just an idea i had some time ago, but never cared to post.
The episode that happens in the capitol, where Killy meets Cibo.
Could you imagine that this city is controlled by silicone life enslaving the human inhabitants ?
Its probably because the episode happens early in the Blame story and the oveall story wasnt that consolidated, but i think the boomerangblade-lady and some of her minions looks a lot like siliconelife
The SC hate all humans and are like parasites, so why not take over a human settlement and enslave all humans ?
I´m probably wrong but i like the idea..... |

Well, they hate humans, so they probably kill them and not enslave them.
Plus they are parasites to the Megasphere and not to the humans, which are themselves parasites.
So what purpose would it have for the silicon life to enslave some humans...
But if the humans continue their research on howto reach the net-sphere it would be interesting for the other silicon-guy in the later chapters who tries the same. Maybe the humans aren't enslaved but used without knowing to research the net-genes...

If you look at history, there were always enemies that were enslaved, instead of killed.
Its a special form of contempt !
I wonder why the capitol was never attacked by the safeguards....(except when cibo did that networkterminal experiment) |

umm...I think Esper is influented by Idea of Matrix: Machine rule the world and enslave human.
SC originate from religous Order, they probably regard human as heretics from then on. After a long time development, SC have become another species different from human, I think this make those stereotypes deepened. The reason for SC to eradicate human clans could be like: they believe that their nation can has future only when human are extincted.
Besides, SC may also have different sectors(for example, rational party, radical party, liberal party, fundamentalist party, and so on). We see plenty radical members in manga, however, I wonder that SC keep looking at scope might be a rational or liberal party member. (But killy kill that guy without a second thought, pity) |

But its still true that a lot of the capitol cyborgs look like siliconelife.
Maybe Nihei´s style again.....
The question remains:
why didnt the safeguard attack the humans of the capitol ??? |

| As was stated in NSE safeguard towers must be activated. Maybe on that level tower was too far away from town, or it was broken, or another something happened (it's blame after all). |

In my opinion it is just another different human settlement. Remember that all the settlements shown had no real connection to the rest of the megastructure and even evolved differently.
The governing body of the "capital" just happened to be that corporation. And they simple had the tech to alter bodies and so on. That boomerang lady was prolly just a cyborg or robot. If their tech is derived from the orders old technology is unsure. It may be, it may not be. |
